Case Study: Business System Development
Business Aspect was engaged to develop a critical range of applications, associated with the management of fisheries. Over a period of several years, Business Aspect personnel were involved in the early planning and solution design stages for these applications.
The project involved the redevelopment and enhancement of a set of applications to manage fishing licences and quotas for all managed fisheries in the state. Each fishery has its own licensing regime and quota management approach dependent on factors such as fishing method, size of fish, habitat and state of endangerment.
The suite of applications that make up the Fisheries Management Systems comprise:
Licensing: Register of Authorities
Operational Management: Quota Management System
Integrated Voice Recording
Log Book System
Effort Monitoring System
Public internet facing register
Secure internet facing system
Users of these systems include members of the public (fishers) who report catch while at sea and after landing via the Integrated Voice Recording system; fisheries patrol officers who register alerts on the systems and receive messages via SMS when fishers of interest complete a transaction on the Integrated Voice Recording system; Quota Monitoring staff and Licensing staff. Approximately 500 calls per day are made by fishers, and the systems support interactions with 150 Patrol Officers.
These applications were developed using the Microsoft .NET framework and were implemented in a series of releases which included the migration of data from the existing applications. Integration with the remaining applications was required.
An innovative aspect of this solution was provision of a mechanism for boat captains to lodge their catch information via SMS messages. This enables implementation of a cost effective solution for boat captains to meet their obligation of providing catch information one hour prior to landing.
These Fisheries Management Systems (FMS) are in full production, and Business Aspect has been engaged on a support contract for their management. We are also regularly invited to provide system enhancements to maintain alignment of the systems with legislation.
